please add new event Halloween in config

There are no hooks for it, it does not have an event like easter or christmas.
There are commands to turn it on:https://www.corrosionhour.com/rust-halloween-command/
But there is no specific toggle for the event of spawning them that I am aware of.  I could be mistaken if someone knows.
