I assume, I know first mistake, that "Enabled destroy": true, on all items in config meant all those items OUTSIDE the tc range will decay? I have them all set to that and everything is decaying even stuff protected by tc.

What should the server settings be or does it matter?

looks like if you set the decay to 0 and upkeep to false the plugin works as it should
