Hello, so, players of mien struggle to figure out how to do the whole skin time out thing in console, could I use this for them to not have to and the server does it for them? 

I don't know what you mean exactly, but all this plugin does is run commands.

Like, okay, so players who join my server get a blue spinning arrow. Like the skins did not load, so they need to type in a command "graphics.itemskintimeout 0" for them to load quick or to even start downloading. Can i use this to make it auto download for them?

They need to open up the F1>Console and type that for the skins to load via the skin plugin. 

I am just confused how to make it where they do not need to do that.

This only runs server commands, not client commands.

Is there any plugins or a way to make this a thing for users? I hate being asked "why are skins not loading".

I don't know if any, but also that may not be runnable from the server.
