You need to install HelpText plugin for /help to work

The plugin goes by the individual entity; the block, door, frame, etc. It's possible to go by the 1 block you are looking at, but if you wanted to check a whole base you would have to loop all those things get the players and build a list. I don't think that list would really be helpful because you wouldn't know what blocks are covered by who, so it gets complicated in that sense.
