Are players who are giving this perm actual admins like have they bene given the admin flag 
as i use another plugin on my build server but it makes them admin in order to be able to noclip
Just wondering how you got around this 

The player who have noclip permission (only on noclip permission) will recieve developer flag, not admin flag, only when he is flying to prevent to be kicked by EAC, when a key is pressed, the flag is automatically removed from player.
Developer flag gives to player permission to fly and god, so, if you don't have another plugin that uses the developer flag to give access to a certain command, you can use the noclip in the plugin without problems.
