I used the Admin Toggle plungin to change my name from green to blue, which worked, but now it's stuck blue. I tried running the chat command /toggleadmin again to reverse the change but it just changed my name to John? I removed the plugin, deleted any related files, readded myself as owner, but my name is still blue. Any ideas? Thanks.

Try suiciding and leaving the server. Then join the server.
