I think you hit your head, several times. This is not the only plugin you are using, and I bet all the money in the world if you remove every other plugin you have it wont happen.

once again for the gifted, I installed this plugin on the server and as soon as I entered the /radar command into the chat and pressed the all button on the panel, I immediately got a ban from my own server

Not possible. Something else is happening.
This plugin doesn't have the ability to ban anyone.

As stated above, there must be another plugin that is causing the issue.
The 'Cheat Detected' ban occurs when the game's anti-hack detects a player flying without admin privileges. This is not related to any specific plugin, and you can simply unban yourself if it happens.
