it seems like its no longer working with betterchat 
when i unload xperience betterchat works 
and i dont see how to show skills tags in chat for xperience
cant find the setup

The message just means that the plugin is already trying to be loaded, likely because the other plugin is set to require it. Verbally it shouldn't be an issue, I would just avoid loading the plugin manually if you are.
