it is probably something simple i am missing but, i cannot get the ui to change positions no matter what i try. i have tried through the config file and from the /xpconfig and nothing happens. i do have it set to true for it to be movable as well

which are you using to try to move the position? Admin default location or in your player profile?

Admin default location setting only controls where the UI is for new players that join. Does not change a players UI automatically who have already joined. 

To adjust your UI location you must use the location option in your profile at the bottom of your stats page using /xpstats
