so when they do /vote it shows the link so they can go vote for the server then  after they vote they do /vote again and get the point for voting?

/vote should give you a message saying something like Thank you for voting, you receive 1 vote point. IF you havent voted or are within the 24 hour time limit you might get a message saying thank you, but you do not have any more votes for today, for example.
