You can purchase anything even if you do not have enough Server Rewards points.  It will just put you in the hole with -x rp

Also with /buy it shows currency used as Scrap. Do I need to change the shortname to anything specific?

I see and I understood my problem. I quickly added ServerRewards thinking it worked same as Economics but it doesn't. I'll fix it during the day if I can, otherwise it'll be tonight.
