when you have your mini out with any fuel and recall it the fuel is no more. not in mini or inventory

The reason yours disappears and doesn't go to inventory is because you don't have the setting to return fuel on death as well. I am looking into a way to make it better, but have yet to do so. Finished the new Attack Heli spawning last night, and am gonna work on the armored HAB and the respawning issue with RecallKill activated
