I had use a 1.7.9 version of Vehicle Licence before.
It working fine to prevent players private vehicles. Another players cannot loot fuel, and cannot use another player vehicles. After update to Vehicle Licence 1.7.13 all of playery can loot fuel and drive any player vehicle what bought on this plugin? 
Why ? The permissions have the players only  "vehiclelicence.use, vehiclelicence.minicopter, vehiclelicence.rhib"....

I use these settings : 

"Dismount all players when a vehicle is recalled": true,
"Prevent other players from mounting vehicle": true,
"Prevent mounting on driver's seat only": true,
"Prevent other players from looting fuel container and inventory": true,
"Use Teams": true,
"Use Clans": true,
"Use Friends": true,​

i tried to use the 1.7.12 version, and it working fine the prevent options and the bypass options too. I think the problem is in the 1.7.13 version of permission control.

if i compile newer version and load the plugin is working fine. But if i try to reload it with o.reload VehicleLicence i had problems with prevent options and the fuel is lootable. Any idea? 

1.7.13 only fixes the NRE for RustTranslationAPI, not anything else

i tested again. Up from 1.7.9 the problem still available. Try to reload the a plugin and try to use another vehicle or loot fuel from it.
