Have you tried the Testing commands? Try the "updatenotice oxide" command in the console.
You will also have to give me more info. Like errors if any.

Having a similar "issue", however after reading more - I can see that we need to wait for the "Checking Interval" which is default 5mins.

If you are just testing the plugin, you may wish to temporarily lower "Checking Interval".
