Issue with Decay Not Being Affected by TC

Hello,

I have this configuration, but I am not sure what is wrong. I am trying to set it up so that when there is a Tool Cupboard (TC), the building does not decay, but if there is no TC, the building does decay.

Which part of my configuration is incorrect or missing? Any help would be greatly appreciated!

hi, truepve does not handle decay. buildings do not decay when they have a TC with upkeep though. that is vanilla.
