I downloaded PVP zones and all the corresponding mods needed including True PVE, Zone Manager, and Pvp zones. The sign that says PVP zone entered but doesn't actually let people damage eachother. I want air drops and high loot areas to be pvp zones... can someone please help?

You will need at least one ruleset in TruePVE other than default.  Set the rules you want in that ruleset, then apply that to the ZoneManager zones by number.  I don't know about PVPZones.  But, this configuration is a least requirement for TruePVE to allow the type of damage you want in a zone.
