I need help giving everybody on the server permission to use the new stacks

I copied and pasted the vanilla settings into the config file and changed the stacks to what i wanted
loaded the sever and it is not stacking i have been looking around this help section for a solution.
i believe I need to give everybody permission I just cant figure out how please help

try the permission manager plugin - makes life so much easier

Once u install it just type /perms group default
then on the menu find Stack Controller and enable it for default users.
Now everyone will have permissions to use it
