What permission do you (actually) need ? , If as you say you are the server owner you can make any changes you want by editing the config file while the plugin is still running and then reload it to save the changes,

I was trying to use the console commands in game. So I need to go through and change them in the file?

In the documentation it's literally right below the command. Please look closer.
