I have a day job and life outside of plugin development so I don't not always reply instantly.
Can you share which exact permissions you are granting?
One thing to keep in mind is that if you grant multiple cooldown permissions for the same vehicle and action type, only one will apply, so that can be a reason that you do not get the exact cooldown you expect.
can you please give my confing with 10 minute coldonw with 200-100 fuel please for copter and else ?
