Would like to have an option to override the cooldown timer for certain groups like admin,mod and donator for example.

There is such a feature already, technically.
By using the myminicopter.cooldown permission, you activate the timer for a certain group, if you revoke that permission for the group you want (say, admin or mod) then the cooldown would be no more.
However, if you grant this permission to the default group, it gets kinda tricky as everyone is a part of that group, hence everyone would have a cooldown(even if the admin or mod group don't have it, since even if you are a admin/mod, you will still be a part of the default group).

Yeah the thing with always being member of default is my problem. It is forcing cooldown on my admins. I know i can setup multiple group to fix this, but a config option imho would be best to work with "out of the box"
Even creating multiple oxide group does not matter. the permission is global across all groups which it should not be
