How would I add the pop command to the smartchatbot

this plugin is not what you want/need. Usually this is done simply in your rcon client.

I have the command on the RustAdmin, but it only works if I have the RustAdmin open on my pc.

It actually is and is capable of that. Simply make a trigger for !pop and in responses do {server.players} or something (see Placeholder API for more details on placeholders)

so each permission can have a trigger/triggers? The doc does not make that clear.

I don't think I understand what you mean. But there is a list of trigger messages/words/regexes, and possible responses which can use placeholders such as population and more.
