When I attempt to place text using Sign Artist, it reports it is in download que but no text appears.    Command structure used...
/silt "Drake" 24 FFFFFF 000000  in chat.  I have tried from the console as well without /   but I get the same response.  

To make SILT work, replace http with https in lines 1448 and 1894.
