I would upload photos, but theres no easy way to do so. A player on my server has an issue with Exchange, where no matter what value is exchanged, it always results in "0 for 0 was exchanged"

Ill give the full example here, standard 500 to 1 ratio ( EC first, RP second)
player has 94,691.8 EC, attempts to exchange 90,000 for 180 RP. (they have only 5 RP)
hitting the exchange button has the notification prompt show up: 
"Exchange complete!
You have exchanged 0 Economics for 0RP"
What is the solution to this, or where should I start looking to solve this issue? Loading up on an alt doesn't give me this issue.
