I changed it from -1 to 1 and the first person who joined was level 5 on steam and it kicked him 
Reason: Kicked: You need a level 1 steam profile for this server.

You will need to provide your config, so I can tell you why that happened. But in essence, you will see the reasons in the logs, also, if their profile is private, this will happen as well.
