Good day. I have tried to reach out via Discord to get an answer on this as well. 

I have a player who started a new steam/rust account for a family member. Any time she tries to connect to the server she is instantly banned for a new steam account (too young). I have whitelisted family share as well as whitelisted her on steam profile. The steam section in my config is this:
