No, server has to be fully running to send messages to Discord.
@srtbull, you need to use an external ping monitoring program.. i'm using https://hetrixtools.com/ :)
I've found that using @Tricky's DiscordStatus plugin is good for this issue. It also currently doesn't interefere with Rustcord (just make a separate bot for it).
Make a new bot for your server and have it run that plugin. You'll have a status bot wiht player count, and your Rustcord bot. If the server goes down that Status bot will disappear. This is very helpful if you have more than one server.
