How does the stop server notification get triggered for the discord message?

No idea. It hasn't been triggering properly for a while now, probably something in some rust/oxide update broke it. It's correct in the plugin, but oxide isn't calling it, OR possibly calling it after the plugin is unloaded.

OnServerShutdown has never really been fully working for plugins.
