You only have "onserverinitilaized" when the server is done restarting, but it should give a message when it starts restarting too.

My server restarted at the full hour, and 2 minutes later it will say "Cargo Ship has spawned". But then it takes another 2 minutes before it says "Server is back online"

Of course I could change the language file and make it say cargo ship = server starts restarting but then doesnt work when the server is already online and cargo ship spawns so it would be nice if something gets added so we can follow the restarting process
