Players spawn under the map and when they die they respawn in the exact same place , i managed to fix it for my self with spawn database and custom spawns but that only sets up spawns for my self and not other players on the server so it does not fix my issue

Then it's a plugin you have installed or the map is too small. Surely you mean 4500?
