Note: We just found this, got it up and running with 15 mins, BUT have pen tested it yet!
He said Web Control Panel not a Web RCON tool.
There are plenty of Control Panels like TCAdmin (http://www.tcadmin.com/) however I personally use UGCC (https://www.brainless.us/).
With this I was able to setup automatic server wipes using their API to launch certain failes at certain times with Windows Task Scheduler.
There are some features built into this panel like Rcon, ftp, start/stop, auto restart, and much more that make it convenient to use if you are not at home!
