I'm not sure what a "dummy player" is, but if your server was faking the player count on the server list, it may have been blacklisted by Facepunch.

Noone on uMod can "pay attention to this problem", if it's related to cheats - it's a Rust vulnerability. For now I suggest just to buy a new IP, they are not expencive.
