Everytime i start my server after changing plugins or anything. I am removed from my users.cfg as ownerid but my moderatorids all stay in. So i have to stop the server type it in again and then start the server. I have tried doing the server commands in console but i still have to restart it after. I am just trying to find out why it keeps deleting me and if i can make it stop.

Maybe something like a plugin or someone uses removeowner or something / .. or you removeowner yourself and use writecfg, that could be a reason

Well i havnt done anything that does remove ownerid with the writecfg stuff but, if i make myself a moderatorid that basically has all the same priv as the ownerid right?
It should. Just it hasnt got the permissions to use removeowner/etc

Just making sure, you are fully stopping the servers before making changes to the users.cfg?
And i know it's a dumb question, but you are adding yourself as owner like this right:
ownerid 76561198275407398 "admin" "admin"
save, then starting the server back up?
Just want to make sure you're stopping the server before changing that and saving it and that you're input it the correct way.
btw: the two "admin" after my steam id are optional. i use the first one to label the steam id in my user.cfg to keep track of mods easily.

After adding yourself as owner to make it stick after server restarts and such you need to also run the command server.writecfg
