If the rcon writes Data Available but wont show graphics with FPS/ENTCOUNT It usually means the server is starting right now and need some time to finish it. Check the console output it logs starting process.
If the server doesnt come online in 10 minutes it maybe related to lack of resources, it needs atleast 3GB of ram and ~3.5GHz core
