Server lags, ping

I noticed that i have some lags on my server, it's like a second delay, for example if i take something out from furnace and like that. It's annoying and should be like that.
Currently i have 30 players on server.

Plugin list:
ConnectMessages
TimedExecute
TimeOfDay

By checking fps i'm shocked, that should be the problem...but i see i already have high performance in power options :/
