I updated the server and oxide and restarted multiple times. Now my server is stuck in vanilla and no plugins are loading.

I fixed it. Just had to stop the server all the way before installing oxide. For some reason a few of the files werent copying over.

Always make sure the server is stopped, in most cases you won't get a clean/full install otherwise.
