Fixed mine by deleting the steamapps folder, Thank you Wulf
I updated server with latest oxide build and also updated the server itself... Oxide plugins are not loading its just vanilla wtf

Same error, server wont load. Using the latest oxide v2.0.4139 and even tried the Dev build.
Edit: Fixed. I accidently only updated Oxide... Forgot to use the steam update for the other server files.
