I have had my server running for about 4 days now and have not seen the patrol chopper at all, I have no idea how to fix this and was wondering if it is from a plugin I am using or if it is an config issue, please help.

Voteday mod or somthing similar perhaps? Messes with the event timers.
Use HeliControl to use custom timers.

I tried HeliControl but it didn't spawn the helicopters correctly on time or at all, care to share your config file?

Mine is pretty much default.
Here is the relevant part of the HeliControl config I use regarding the timers:

  "Spawning - Automatically call CH47 between max seconds": 10800.0,
  "Spawning - Automatically call CH47 between min seconds": 7200.0,
  "Spawning - Automatically call CH47 if one is already flying": false,
  "Spawning - Automatically call helicopter between max seconds": 10800.0,
  "Spawning - Automatically call helicopter between min seconds": 7200.0,
  "Spawning - Automatically call helicopter if one is already flying": false,​

You can test the heli spawning from the mod with /callheli command in game (or callheli from console)
