After activating the rock crate on the small oil rig, a helicopter comes and drops off the NPC, but the NPC doesn't move.
The large oil rig works normally.

this is a REALLY old game bug. you can try a different map, some work, a lot don't. I hope the AI changes coming soon will fix this issue - who knows.
