Does decay.scale 0 no longer work for no decay? Is there a new command? I confirmed it's still set to 0 but resources are being eaten and timers are counting down.

Zero turns off Decay, One turns it on. Hasn't changed. Make sure it's a "0" and not an "O" is my only suggestion, assuming you are using the server.cfg file.
Personally, I have Convars settings in Admin Menu. Very straight forward.
That decay.scale 0 do not longer work.
You have to ensure +decay.scale "0" is set in your server batch file.
+decay.upkeep "False" will stop the base from decaying or using upkeep.
