Okay so first off, I searched to page 10 and didn't see anything. So I decided to ask for a little help

Me, pretty new to Rust ( skill level 1-10 (3) with c#

So what I have seen in most server is a welcome message that says blah blah blah here are our /command.
Soon as you type this, all of the commands appear in the chat box, or it might be a GUI not sure. 

Anyways I was wondering is this kinda like the AutoBroadCast plugin or is this done with Rcon. 
I would like for when people do join the server, they may see what commands are offered in the server.
