I had the save issue. Installation of above certificate hadn't helped. The problem appered to be in Windows Firewall and went away after editing two inbound connection rules for "rustdedicated" (one for UDP and one for TCP protocol).

Fixed for me by fixing the timezone and date of the server .(local win server)

What exactly did you add/edit/change on your firewall settings?

The first obvious thing to do is temporarily disable your firewall and see what happens. Then you'll know if it's a firewall issue or not.

That was the first obvious thing i did. This isnt my first rodeo with IT. It is with game garbage though.

For me, the problem was my DNS.  I switched my DNS server on the Rust server, and then it worked.
