it's like that, sometimes a downed heli regenerates into a smoking heli that can't be destroyed. The first heli has high damage, so two weapons and 1000 ammo

Firstly make sure all your plugins are updated. remove these and anything else that controls heli

Heli Vote (not sure what that is)

go to a quiet part of the map and type into console

heli.calltome

take it down and see if you're still getting the same problem.

If the problem is gone then re-add the plugins one at a time and recheck or reconfigure the plugin causing the problem.

If you still have the problem then copy your OXIDE folder to a local backup and then delete it . Restart the server and see if the problem is still there without any plugins.

try adding 10 or so plugins at a time until you find the culprit, if it were oxide then Everyone that uses it would be reporting the problem.
try removing some of those protection plugins ...
