Low server fps

i have a 5x gather server with a map size of 3800 and 69 plugins. im anywhere from 2-25 fps. mainly around 2-8 fps. server is hosted by gameservers

ive tried removing plugins, changing the fps limit, turning off ai paths, and a few other things...

I am using low.ms but it sometimes lags too. I have a vanilla server.

I think the best hosting is to buy dedicated GAME server on OVH. It costs a lot of money, but worth.
