Ive created a server and ive seen on other servers like Rusty's that they get 1 xp every 30 minutes, but i see no plugin that provides that. Can anyone help me figure this out? It would be much appreciated

XP in what ? Xp itself does not give you anything, if you use a rewards plugin that might help, I use ZLremastered which gives you more gathering and crafting gain depending on how much you gather and craft, I also use Player rankings and give rewards on ranks gained (you have to create ranks depending on time spent on server) You will have to have a look at what plugins are available and which ones would suit your needs,
what you are talking about is a private plugin Rusty has this and i have this Rusty's servers have had this for a long time.
