In order to use a plugin, you will have to install Umod. Once you install that, your server is modded.

Kits would technically be modifying gameplay, so I'd say no. Facepunch allows admin tools only on "vanilla" servers.

Running vanilla server with umod and admin tools like raid tracker, logger for doors, chests, adminhammer and item logs. Ahh also namefix but that only removes the ads from player names this kind is allowed i think :) and also tools are helpful as... sometimes as nothing :D but if you need em you can. Also if you wanna sell vip do it via queue buypass. Must be allowed, because all rustafied and other vanilla servers use this...
