As the title asks is there any way to increase the spawn of random scientists at monuments or population?

I see there's a few for example at the abandoned military base some at air, water and power ect. I used a popular plugin and that's broken. And so close to Christmas I'm not in a position to make any purchased plugins, family and RL and all that.
