Is it possible to change the respawnrates for loot via command or plugin?

I tried spawn.min_rate/spawn.max_rate but nothing changed (tried 1 and 2000 for both).

I tried spawn.player_base 0 and spawn.player_scale 8 and https://umod.org/plugins/custom-resource-spawns, but it seems that the plugin only set the time for the custom spawned points.
