I noticed the CanAdministerVending [NPC] hook for type NPCVendingMachine, can it actually be used as there is no way to trigger administration of NPC vending machines? Has it been added for future use or am I missing someway to trigger administration of NPC vending machines?

Code usage may change over time, so a hook added years ago may not function now the same if something was changed. If it still exists though.
