I found a plugin called "CustomAI" but it has not been updated in years. I would like to find a plugin where I can customize the speed of animals. I know that I can disable animal movement altogether, but I would prefer to not do this. 

Is there a console command for this??

Just because it's old doesn't mean it doesn't work. Furthermore, I believe it has an active maintainer so in the case that it is broken, you should be able to get a hold of them via the plugin's support section.

Unfortunately even though a plugin has a support section does not mean that support is forthcoming in the near future  especially in these difficult times , i had used that plugin for the last six months but had to remove it because after receiving confirmation (via pm) two months ago that the problem of the animals constantly killing "Botspawn", "Guarded crate" and "Dangerous Treasure" bots would be remedied it still has not been. I have 400+  daytime and 700+ nighttime bots so there was a massive drain on the server with them being decimated by the CustomAi animals,  I am hoping that this will be fixed as it is one of my favourite plugins but there is enough drama IRL at the moment that it is probably on the back burner,
I am a very patient person and have waited up to three years for a plugin to get fixed and what can be disheartening is the non response of some devs , a simple "bit busy this time and will fix when i can" would be appreciated.
I have been reminded in the past @Wulf  that "The plugins on this site are free and there is no guarantee" and i always bear that in mind,
