Why is my Rust not running properly with this config?

you update all your hardware and software? like if you don't have the updates for your GPU that could be causing a lot of the issues
Increase your ram, The first released version of Rust would run on 8gb now it is recommended to have at least 16gb,

I am running an AMD Ryzen Threadripper 1900X 8-Core Processor 3.80 GHz with 32gb ram and a 4gb graphics card and still have to turn down the settings to run smoothly.
it also depends on your internet connection as well, I am running on the NBN FTTC connection which has a max download/upload of 100/40

Yes I've done all the updates of the graphics card and drives in general and even then the fps is no more than 6

I'm going to level up to 24gb of RAM, it's the maximum I can get. Do you think that with the SSD + 24gb RAM and a graphics card, GTX 1650 4Gb, I will get a good experience with the game?

honestly if your gonna be buying a new drive just for the game id suggest investing in a M.2 drive you can get them for reletively the same price as SSD's but it has much higher transfer speed.
and really its weird that you would need any more RAM then what you already have iv only ever peaked at about 7.2gb usage while loading into servers on rust.

But you have to bear in mind that if you are running a Windows 10 computer you will also be using memory for your system

I have found it much smoother to run Rust with over 16 gb ram , and the game devs also recommend a minimum of 16gb , My ram increase has mirrored the game changes since its release, You can run it with lower ram its up to you,
I agree with your choice of M2 drives but i will wait for a motherboard PCIE 4 before i obtain one (and more money)
